Town Clerk

In North Carolina, municipal clerks are the only statutorily required position for all local governments. In addition to key duties of supporting the Board of Aldermen and serving as the custodian of all town records, the Town Clerk in Spencer works to enhance the Town’s outreach capabilities and serves as human resources designee. The Town Clerk works with all departments to facilitate staff recruitment, hiring, onboarding, and other personnel-related processes.

The Finance Team manages finances and fiscal control activities, including oversight of the Town’s budget, purchasing, accounting, general revenue collection, and payroll operations. The Finance Team also provides front-line customer service in Town Hall.

The Planning Staff provides a variety of services to residents and businesses ranging from permitting and plan review, long-range planning, community development, economic development, and support of appointed boards of commissions. Staff members also work to facilitate special projects, secure and administer grants, and collaborate with local organizations and individuals to plan and develop recreation and other amenities.

The Spencer Fire Department (ISO Class 4) provides fire suppression and medical responder services to the Town of Spencer and its citizens. The department is made up of a combination of paid and volunteer firefighters that provide around the clock. The station is staffed 7 days a week from 8 am-4 pm.

The Police Department provides all law enforcement services for the town, including enforcement of all laws, ordinances and statutes, investigation, traffic accident investigation, emergency first aid, and assistance to citizens with non-emergency related matters.

Code Compliance

Code Enforcement Officer

A division of the Police Department, this department is responsible for enforcement of the Town’s Code of Ordinances. The Code Enforcement Officer responds to concerns and proactively addresses violations of minimum housing, abandoned structures, overgrown lots, abandoned and junk vehicles, and other public nuisances within the Town. The Code Enforcement Officer also investigates complaints of substandard housing conditions, hazardous conditions, improper use of dwellings and commercial structures, nuisance conditions, and other issues.
