Current Board of Alderman Meeting Schedule
The Board of Aldermen meets on the Second Tuesday of each month at 6:00 p.m., with a pre-agenda meeting the Thursday prior at 5:30 p.m. The primary purpose of the pre-agenda meeting is to review the agenda for the upcoming regular meeting, set the consent agenda, hold public hearings, and receive other presentations. Regular meetings focus on action items, departmental reports, and other business. Both meetings are held in the Hilda B. Palmer Board Room in Town Hall located at 460 South Salisbury Avenue. A printed copy of the entire agenda packet is available in the H. B. Palmer Board Room for public use. Please find meeting agendas, agenda packets, and minutes in the table below. Agenda packets include all information of public record that is provided to board members during meetings. Adopted minutes in the table below belong to the Spencer Board of Aldermen and include all information of public record at the time of their adoption.

Public Hearings and Public Comment Procedures
Public hearings are typically held during pre-agenda meetings and are advertised in the Salisbury Post, posted on the front window of Town Hall, and listed in the table below. A public comment period is included on each regular meeting agenda to provide citizens an opportunity to address the Board of Aldermen without being formally placed on the agenda. Individuals wishing to speak must provide their name, address, and the topic they intend to address. The Board will listen to all comments and may or may not respond at its discretion or choose to place the matter on a future agenda.
Anyone who wishes to speak must sign up in advance: those intending to speak during the public comment period must sign the public comment sheet; those wishing to speak during a public hearing must sign the public hearing sheet. Both sign-up sheets will be available on the podium at the front of the Hilda B. Palmer Board Room prior to the start of the meeting and will be given to the Mayor one (1) minute before the meeting begins.
Each speaker is limited to three (3) minutes. If multiple individuals wish to speak on the same topic, the Board may request that the group appoint a spokesperson to minimize repetition.
