The Town of Spencer Board of Aldermen meets on the second Tuesday of each month at 6:00 p.m. In addition, a pre-agenda meeting takes place the Thursday before at 5:30 p.m.

The purpose of the pre-agenda meeting is to review upcoming agenda items, set the consent agenda, hold public hearings, and prepare for each month’s business. On the other hand, regular meetings focus on voting, department reports, and other action items.

Both meetings are held in the Hilda B. Palmer Board Room at Town Hall, located at 460 South Salisbury Avenue.

To promote public access and transparency:

  • A printed agenda packet is available in the Board Room before each meeting.
  • Agendas, packets, and adopted minutes are also accessible in the table below.

Agenda packets include all public records provided to Board members in preparation for the meeting. Likewise, the adopted minutes in the table reflect the official public record at the time of their approval.

Public Hearing and Public Comment Procedures

Public hearings are typically held during pre-agenda meetings. Notices appear in the Salisbury Post, on the front window of Town Hall, and in the meeting table shown below. This ensures the public is aware of hearing opportunities in advance.

Every regular meeting agenda includes a public comment period. This provides Spencer residents the chance to address the Board of Aldermen without needing to be placed on the agenda in advance. To speak during this time, each person must give their name, address, and the topic they plan to discuss.

The Board listens to all public comments. However, they may choose whether or not to respond during the meeting. In some cases, the Board may decide to add a topic to a future agenda for discussion or action.

If you wish to speak at a meeting, you must sign up in advance. To do this:

  • Use the public comment sheet if you plan to speak during the comment period.

  • Use the public hearing sheet if you wish to speak during a scheduled hearing.

Both sign-up sheets will be placed on the podium in the Board Room before the meeting begins. One minute before the meeting starts, staff will provide the sheets to the Mayor.

Each speaker is limited to three (3) minutes. If several people wish to speak on the same topic, the Board may ask the group to select a spokesperson. This helps reduce repetition and allows more time for diverse input.
